htc htl21 unlock ok but no service !!

unlock files copied successfully
enter special mode ok
unlock simlock ok
but no service ?????:conf used:

my back panel is fitted properly
imei not blacklisted
sim is working
flashing phone still no network
but test menu can select gsm/wcdma and signal come.but after reboot again no network.supporter help me how to get signal
