HTC L21 and HTC x21 Japan Model Unlock Problem

After Going To special Model.XTC 2 CLIP - WELLCOME SCREEN . I cannot move UP-DOWN in menu and cannot select any option .

I formatted the clip . copy the files again.

changed another clip same problem

...... need help on this asap.............
