S550TL Unlock Issue

I was trying to unlock some S550TL via both methods, Diag and Modem... Diag says successfull but no unlock, and modem give me this error:

I unlocked earlier some bin2 without any problem maybe the compilation? So what i can do in this case? what it means "downgrade" as i know is not possible to flash firmware bin1 to bin2.
