If you repair any Samsung imei and you encounter Emergency calls only even after patching the certificate, then follow these procedures to fix it..
1. Repair the Imei
2. Then flash new firmware specifically version 7.0 if available.
3. Root the phone only using Chimera tool
4. Patch Certificate
5. Removed and insert sim again..
