A20 Metro Successful Relocking. Does this process survive future updates?

I understand hard resetting relocked phones will lock it back to original carrier, but what about future firmware updates?

If a customer hard resets a relocked samsung phone, do we have to pay again to relock it or does the server remembers it was done before and you can it for free? it is a long shot but worth asking :)
